Named for the New York statesman famous for orchestrating the purchase of Alaska in , Seward Park, one of the largest parks on the Lower East Side, has the distinction of being home to the first permanent, municipally-built playground in the nation.
In , settlement workers Lillian D. Wald and Charles B. Stover founded the Outdoor Recreation League ORL to promote organized games in public playgrounds as an alternative to play in city streets. This led to the construction of Seward Park the following year by the City. When Seward Park opened on October 17, , the playground in the northern section of the park featured cinder surfacing, a neo-classical recreation pavilion outfitted with rocking chairs for mothers and children , and play and gymnastic equipment.
The facility became a model for playground programming and design. Bailey Peninsula is 50' of shoreline located at the northern tip of the park. Access is restricted to boats arriving by water only. South hand carry boat launch is 30' of shoreline on the southern shore of Bailey Peninsula, east of the southeast shoreline parking area.

Schwagerl proposed that the city buy Bailey Peninsula as part of its first Comprehensive Plan. Many argued that the peninsula was too far from town, but Schwagerl knew better. Luckily, his opinion was backed by the Olmsted Brothers as they developed a plan for Seattle's parks in Seward, the Secretary of State who was responsible for America's purchase of Alaska in Development of the park was slow at first.
In , the lowering of Lake Washington by construction of the Ship Canal exposed the wide grassy meadow that now leads to the swimming beach. The bathhouse was constructed in The fish rearing ponds were built in as part of an effort to make Lake Washington a "fisherman's paradise.
