Before that, the egg and all the others that will follow it are dormant and this is seen as the lowest risk state. Once a cell has started along the path of developing into an egg one could argue that radiation could harm it 'worse' than when it was in the dormant state.
This process is called folliculogenesis and if you look it up in Wikipedia it suggests that it takes about days before ovulation. This is the theory behind the wait. On the other hand, it is a reasonable theory with precious little evidence to 'prove' it - there are simply not enough patients who got pregnant during that day period for there to be any real statistics.

Incidentally, I dont really have one, as the last time I was pregnant was 5 year ago and the country that I live in does not do routine checks every year unless you want them to. I would get input from both your endo and obstetrician. I've heard 6 months but agree it might matter what your dose was.
