You're probably starting a chain with the person who gains the 24 echoes, but if you pay attention to the echo meter, then you can have your next character start the chain, unless the enemy is up next. Like said before me: counterattacks are randomized. However, the option of counterattack is more likely to happen when the enemy first attacks durring his turn rather than any of the following attacks.
If you initiate a chain with this, Fred's other specials deal too low damage to kill an enemy. If someone else initiates a chain, Fred won't ever use it. Thus it never is of any use. He gets Starlight Breaker at lvl 30 in midgame, from that time one he deals good damage and can build decent echoes with his specials.
At lvl 50 he learns Dark Plume and seals the deal. He's slighty behind the twins and Falsetto, but considering his best weapon is even stronger than Jazz' and he has rather high atk to begin with, he also deals good damage. He's actually a good choice over the entire game. Also, why do you have Claves in ch7? It's kinda spoilerific and she'll be like 50 lvls behind everyone else, so unless you like grinding for 10 hours straight, she's not even worth mentioning.
With Alice Watch and Speed shoes she gets 12 when running to an enemy, but without only about 9. Also, Beat is not that good a choice when you can have the twins, Retoo or Falsetto instead. None of these bosses can finish you off in the time it takes to do that unless you mess up big. Phantom Pain has a large activation window, meaning it's going to be of a lot more use than any close combat chain attack. Hence his high placement. It takes Claves about 2 hours to gain 40 levels, maybe more, which means she can compete.
